Pump for use with PF-300 Overflow

I'm buying a PF-300 for use with my 30 gallon setup. It's going to overflow down about 3-4 feet into a sump/refugium and then get pumped back up. I am thinking a Rio 1400, but am not totally sure that is enough. Ideally something around 300 GPH with a 3' - 4' head and inexpensive. Thanks for the recommendations.

I had the PF300 before going to my drilled tank, and used the Sicce Syncra 3.0 as it's adjustable from 250GPH to 720GPH. Which worked perfectly for me. I was able to use it with the PF300 which is 300 gallons per hour, and my new drilled setup as the Eshopps Eclipse S is rated for 600GPH so I was able to wide open throttle it.
 
Yeah I thought about the 2.0, its just a lot more expensive. TBH I should probably decide the measurements of the stand before anything.
