Pump head problem

Hello guys,
I have a major problem with my return pump. I just set up my tank and powered up my pump. The problem is the head of the pump. The water level is just below the intake. The returning water cannot feed the head so the pump blows millions of tiny bubbles into the tank. I crank down the pump rate by turning the intake lid but it does not work at all. How can I solve this issue?

Add water! That is an all in one without a sump, right? If so add water while it is running to the level you want to maintain. Then top off as needed. More water equals more stability!
