I would think that would work just fine and many pumps are set up that way. I have 45's coming down to within an inch or less on a couple pumps and they work great!

At least not for an unattended application like a return pump. If the pump is left unmodified, it usually can't drain the water low enough to cause damage to itself. Allowing it to drain water from lower in the tank creates the possibility of the pump running completely dry. 2¢
