the fluval sp4 inlet sites 4" off bottom, can i safely add a 1" or larger 45 to draw closer to bottom of sump?

Sites or sits? I would think that would work just fine and many pumps are set up that way. I have 45's coming down to within an inch or less on a couple pumps and they work great!

I don't recommend it.

At least not for an unattended application like a return pump.

If the pump is left unmodified, it usually can't drain the water low enough to cause damage to itself.

Allowing it to drain water from lower in the tank creates the possibility of the pump running completely dry.
