Pump save to use?

I was cleaning my Tunze wavemaker and saw this. Can I still use it or fix it?

Replace the pump. This poses a serious risk of electrocution.

The inner wires may be insulated, but it's the outer black insulation that makes it waterproof, and safe to have line voltage (230v in the Netherlands, in your case) directly in the water. With that outer casing split, it's possible the salt water has a direct tube leading it to the inside of the motor.
