Vermetid snail. Bad guys. Break it out at the base and put super glue over the area. Bumblebee snails help to control them.

This just looks like a little bit of cyano/algae/detritus stuck to it, but hard to tell exactly with the photo. You could try to gently blow it off with a turkey baster.
