Purigen at startup

I will be filling up my tank with live sand, live dry rock and adding Dr Tim's all in one. I was wondering should I add purigen in my Fluval C4 HOB or should I wait?

I'd wait until after your bio filter is established.

Yes for now. It does the same thing purigen does so eventually use one or the other.

Do I need to use a clarifying solution since after adding water and Dr tims the tank is very cloudy

It will clear in 24 hours if you did not overdose. Just bacteria settling in to the environment.
