how do I stop this darn stuff from growing on frags? It's stifling them.

Being that it looks like Cyanobacteria increasing the amount of circulation in the tank or possibly moving the frag rack somewhere else might help.

Increase the flow where they are or move. I have 1 area where i have a frag with this issue. I sometimes blow it off with a pippette when doing a wc and syphon it out

slime remover or chemiclean as a last resort id you havent done all the above.

I have started using vibrant and it is clearing up now. Takes some time to clear but i am being patient
