just film on the surface of the water -- no issues. When you poured the water in it disturbed the top of the water and broke it up. On a running tank you wouldn't notice it because the returns will be agitating the surface of the water preventing it from building up. What is the plants in the tank?

nono thats not my tank my tank is completely empty that was just a example of what it looked like

Did you rinse the tank well before filling it? If it's a new tank it is probably residue from the manufacturing process. If it's a used tank, biofilm of one sort or another. Either way, a good cleaning will take care of it.
