Still thinking it'll never be in my tank, but since I never know where life is leading me, I want to know, what if someone asks me to help them, and reads about it and wants to do that for their set up, How do I talk them out of it? Or do I need to bother? Can I just make them happy?

The easiest way is just to remind them that Oatey Primer is a solvent with an acetone and MEK base meant to dissolve the bonds of plastic, but not meant to bond or cure in organics, and without the plastic bond to absorb, re-cure, and trap the dye, there are potential health risks, for both livestock and handlers, that are involved with solvent spills, which is essentially what it is.
