Putting a Bully Back In?

I had to pull my 1 year old Emperor Angel from my 180 gallon tank as he had become a bit of a bully to the other inhabatants... He has been in my QT tank for the past week... Fins a little raggity on the Niger... everyone else just flashed/chased...

In order of greatest bullied
2" Niger Trigger
4" Lamark's
2" Neon Goby
3" Flameback Angel
5" Hippo Tang (limited)

He didn't seem to bother the Royal Gramma, Randall's Goby, Scotter Blenny. I have put in 3 lepoard wrasses in the past week just after I pulled him, so I can't comment on those.

I have a 5" purple tang, 4" Powder Brown heading for the tank next (in frag tank).

This is just by way of a general question... can a bully be successfully returned in your experience... and more specifically, what are the odds my Emperor will be an improved citizen if I return him after the tangs are introduced?
 
I have witnessed bully behavior often. Removing the bully sometimes works, sometimes doesn't, it all depends onthe personality of the bully. Large angels are known to be on the aggressive side anyway. Hopefully having a few new fish to distract his aggression will help, but it may change nothing at all either.
