Putting in new sump... Having an issue - Need help ASAP

Start at 50 and move up to see how the flow is.

So I put in a DC skimmer. Same issue is happening.

I also noticed the Reef Octopus's collection cup is filling up and overflowing in seconds. Could this be related to the low water level in the return section?
