Putty for rock underwater?

What can I use to secure a piece of rock underwater? I have about a 4 inch size rock sitting on top of a large 10 inch rock, Id like to secure the smaller one since it has a coral on it. What works for sticking rocks together underwater? I dont want to pull them out of the water.
 
Its hard to get putty to stick underwater.

I would get your putty mixed and ready, pull both rocks out of the water momentarily, then squeeze some superglue into the rock where you want the putty to hold and place the putty and another gob of superglue on top.
Then press your rock onto the putty sandwiched in superglue.
Let it sit for maybe 5 mins then carefully place back into tank. It should cure fully underwater.
