How much of a water change should I do on a 40 gallon quarantine tank w/ ammonia level @ 0.8 ppm (tested via redsea ammonia test kit). I did add seachem prime just because I didn't have any saltwater mixed up yet.

Also, I will also be in the process of adding copper power. Will it be safe to add since I dosed Seachem Prime? If not, how long should I wait?

I would try to get your parameters in place before adding any copper.
Now, I have used Prime in the past on small upticks of ammonia 0.1. Prime does breakdown the harmful effects of ammonia and allows you're biofilter to eliminate it. But with a 0.8 ammonia parameter, I would go with a 40% water change and forget the copper
