"Cycled water" sounds a tad gimmicky to me, as the bacteria which reduce ammonia to nitrates reside on surfaces, not in the water column.
Good filter media (sponges, siporax, marine-pure, "ceramic noodles") which has either been seeded with bacteria in a living system that's known to be disease-free or has been "innoculated" with a live-bacteria product such as Bio-Spira or Dr. Tim's One-and-Only will serve you well.
You probably want to have some Praziquantel (Prazi-Pro) on hand in case of flukes, and perhaps some copper (I use CopperSafe, which is chelated copper sulphate, and more forgiving in my experience than ionic copper. Use an appropriate copper test kit to ensure that you're using the correct amount of medication in your tank!) or Chloroquine Phosphate (CP) to help deal with ich or velvet, should it arise. Otherwise ... sounds like it ought to work!
