quarentine setup questions

well after an unexplained loss of a fish overnight I am going to setup a 10g quarantine. besides a powerhead for flow, heater, and basic light what else should be in the tank. I see a lot of people put pvc pipes and other random things.. I assume for shelter since there'd be no rock in the tank.

my main tank is a 30g tank, can/should I use anything from my main tank to seed bacteria to the new tank? do I keep this setup year round too? if I do, do I do water changes or other maintenance if/when empty?

can I use "dirty water change" water from my display to fill the QT? would this have any "good" bacteria in it?

I placed a couple of rocks in mine. Dry rocks to serve 2 purposes, one to seed my big tank when I fill it and two two help get the quaritine tank moving along. I will pull it before I place fish in and put in a couple of pvc elbows. I didn't see a filter on your 10 gallon list?
