Can it stick to PVC and later leach out? I washed with dawn dish soap and let air dry.

Copper can/will stick to PVC, glass, plastic, silicone, etc. But it does not get absorbed by these, so a thorough cleaning (I use vinegar soaked paper towels) will make them reef safe again.
Rock/sand, however, will absorb copper in the same manner it does phosphates. And a muriatic acid bath is the only way I know of to be sure all the copper is out.

Its just a pvc elbow that my clowns steamed to like.. they are fixing to mate so I wanted to put it in my dt
