Question about sand and water.

I am starting a new 75 gallon tank. My question is, should I put my live sand in the tank and then add my RO water and then mix salt. Or should I put the RO water in? Mix the salt and then add sand.

If you must mix RO and salt inside tank, do it before you add sand.

Ideally you mix RO and salt outside of the tank but when filling my 200g, I did it inside the tank while bare bottom, then add rock, then add sand.
