Question on Ehoppes HOB skimmer

I have has this skimmer for over a year and i always have a problem with it....when i put it on the lowest setting it seems to just take the water out of the DT and drain it inot the collection bottle i have beneath the tank.....but sometimes it works i am not understanding what i am doing wrong if anything

I am not to familiar with these skimmers but hopefully there are a few here that are.

the website is www.eshopps.com and the protein skimmer i have is the PSK-75H when it works it does a good job....but the problem i have is that sometimes it just drains water out of the DT and into the bucket underneath that the skimmer is attached to. i have it on the lowest setting and it still does it.

a couple of basic questions first -- is the skimmer in a sump ? and is the area of the sump it's sitting in a 'constant water level' area? My first skimmer was terrible at skimming but that's because the water level fluctuated (evaporation) every day. My cone skimmer (my be eshopps !) is in the sump, but in a baffled area where the water level remains constant.
