I use to get that when there was a draft in the sump area

When there is evaporation on the tips, you'll get some deposits of basically undissolved additive, but it's a lot better than the type of deposits (calcium carbonate) you get if the ends are under water.

It's worse than that I cleaned it off b4 I took this picture.
Should I lower the tube closer to the water or submerges in the water

Definitely DO NOT submerge. Closer may be OK, but make sure there's no spattering of tank water onto it.
