My setup is 120 gallons and I don't have enough containers to make a 120 gallons of saltwater.
1. Should I fill the tank with rodi water and add salt after?
2. Should mix some VERY Concentrated saltwater and add it the tank of rodi water?

how would you fill it?

Do not make concentrated salt solution.....your calcium will precipitate.

If there is nothing in the tank, mix in the tank. Otherwise mix multiple batches in whatever large container you have. That's what I did making 25 gallons at a time in a 32 gallon Brute.

You would be just fine mixing in tank...however, for the future, you may be able to find some big food grade barrels on craigslist. I had a guy selling 58g plastic drums for like $20 a piece...I bought 1 for mixed water, and one for rodi. Then I got a $50 submersible utility pump from HD and an RV drinking water hose, and I pump it up from the basement mixing station I made. Works wonderfully. Even bought a remote controlled outlet so I can turn the pump on and off while standing next to the tank.
By far the best maintanence move I've made thus far. Makes water changes and ato reservoir filling automated.
Heres the bootleg mixing station in my filthy basement
