Questions about a used tank I bought

So a few months ago I got a great deal on a acrylic tank I’m almost ready to set it up but have some questions on the overflow and the rubber stuff painted on the bottom. First the overflow I’ve never see one like this is there a reason for that? It’s a 2 inch overflow in the center with 2 1 inch returns at either end of the tank. I’m just concerned about a snail getting on there and blocking the overflow. Second does anyone have any idea what this rubber stuff painted on the bottom is? He told me he put it down to keep the live rock from sliding around but could not remember the name of the product but said he ran a successful reef tank with it in there. Thanks for the help

I’m just wondering if it’s something someone recognizes and if it’s reef safe
 
Cant help on the rubber texture stuff but if he said it works then it must be true, yes?
The overflow;
Keep it clean. A quick glance at feeding time everyday. Keep a spare for quick swap out. I think this is a pretty good solution, rather than creating another drain. A dental pick works wonders on the slots. I have these flat strainers on my bean, main and secondary. I drilled a hole right in the center because mine clogged every 4-5 days. I drilled the hole and swap them out on Water Change Weds now.
 
There is no emergency drain do you think this will be an issue?
 
I clogged overflow without some sort of emergency drain or sensor to shut off the return pump can cause a tank to overflow. It is an issue. How often the wet floor will happen, kinda depends on whats in your tank that could clog it, how often you are on vacation, how well you monitor it, ect.......
