Questions about Velevet

January of 2021, one of my tanks got hit with velvet. It was very fast and very lethal. All fish died except for a yellow assessor and a Banggai cardinal. The last new fish was added about six months previous. No new fish were added until April. The last new fish was added in October. Throughout the year, new inverts and CUC were added. These inverts were gorgonians and sponges. In December 2021, velvet hit again. Again, the only survivors were the same cardinal and assessor. Nothing new has been added since then. Was the velvet reintroduced with a new invert? If I don't add anything to let's say April, will it be okay to add new fish? Are the two survivors carriers, even if they never showed any symptoms? Thanks for any help.
 
Yes the survivors are carrier. The fish can become immune to the effects, but still be a viable host for the parasite. The only way is to remove all fish for a fallow period.
