White grainy specks all over the fish usually means it's ich. But what about white spots that have none of these white specks and is just a discoloration? Is this just an early stage of the parasite that hasn't formed the specks yet?

At the first visible sign of the specks do you have a narrow window of a day or 2 with the parasite not being contagious yet? Will the removal of the fish into QT during this window reduce the chances of the parasite spreading to other fish?

Sounds more like an infection of some sort, or Brook.

Once a fish has symptoms of parasites. All fish sharing the tank need treated. Even if they are asymptomatic they are likely hosting the parasites.
 
I'll get pics tonight.

The spots look to be larger than grains of sugar common of ich. They're more to the size of sea salt. I haven't noticed any rubbing or scratching, atleast not yet. But it's breathing hard and tires out very quickly. It'll eat but not much.

Ok, it does sound like ich. Grains of sugar would resemble velvet probably rather than ich.
 
Spot sizes can vary depending on the fish.
