Questions on Tradewinds Chiller

I recently acquired a 1/2 hp Tradewinds chiller. I have no experience in chillers and not sure what to make of the state of this one. From what you all see in the pictures, does it look like it still has a chance of being operational? Honestly I would likely just refurbish it and sell it as I do not have a use for it.

Looks like it is used but they are great chillers, test it to find out if it cools water. Bottom port is inlet, put a pump in a 5 gallon bucket full of water and see if it brings the temp down. If you know an AC guy you can have him check the refrigerant as well.
