I wouldn't be blocking sites like this, but I'm sure if the IT in his workplace has then he is watching the packets being sent and the history of downloads, even from thumbdrives.
Almost anyone can do this and with the free software out like wireshark what IT wouldn't ?

You're asking for trouble trying to go around the policy your workplace has set-up.

I think that kind of stuff is okay in High School when were kids, but they can't fire you for that in HS either.
