I know I can add salts and products to raise it, is the main solution just add more fish?

Trying to avoid phosphate additions with just feeding more and it’s my understanding Bacteria consume nitrate faster than phosphate.

That is the general idea. Adding fish will mean more food, so... It's a balancing act. Refugiums and algae scrubbers are methods employed to control phosphates.
