I have a 29 gal FOWLR and it’s currently at 1.022-23. I bought some fresh saltwater from my LFS since I’m out of salt, and their saltwater is at 1.026. If I do a 20-30% water change with this higher sg, will this stress the fish?

IMHO, no. A change of 0.003 probably wouldn't be an issue with a full 100% change, but at 20 to 30%... not an issue at all.

I recently had an ATO failure and my SG when from 1.025 down to 1.017 over night. I raised it back to 1.024 over an hour the next morning. Nobody in the tank appeared to show any signs of stress.
