They can move. I have 1 pistol shrimp, i used to have 4 fish but they are in quarantine for 45 days due to ich. I have 2 nassarius snails, a bunch of histrio grazers, a few electric Blue hermits, 1 orange lip conch.

Flatworms. This type eats copepods. The fact that their natural predators aren't in the tank is why they are increasing in number. Once you add the fish back, they will likely disappear
Does that mean i have copepods in my tank?

Try shining a flash light on the glass at night, and see if you can see anything.
The best way to get rid of these flatworms is to introduce a natural predator such as a yellow Corris or a a malinarus wrasse.

His tank is currently fishless due to ich.

Almost all tanks have copepods. Between lack of predators of the flatworms and lack of predators of copepods, both can grow unchecked.
I wouldn't worry about them though.
