I am trying to work out why BRS doesn't match up exactly like randys recipe for example their mag only seems to have 2 cups of mag sulfate? is it to get around licensing deals or something?

No, my recipe is available to anyone to use.

For the alk part, they use already backed baking soda (sodium carbonate).

The recipes are best made by weight, and if the materials weigh a bit more or less per volume of dry material, they may change to a different volume to attain the same weight.

Moisture levels in dry powders also impact recipes.

okay that makes sense, may i ask if i use scales does it matter if the soda ash is "dense" or "light" or does that only matter if i am using a cup to measure?

Only for cups.
