Rare Puffer?

Guys, I want to know if anyone knows what type of puffer this may be. I friend said it is probably a pelagic porcupine puffer. When I look this up it seems like it maybe but want to see if anyone here has other thoughts. I am paying quite a bit for him so want to make sure it is truly something worth the money - if it is as rare as I am being told.

I did commit to buying so will move forward but would be nice to know what i am getting :-) it is going in my FOWLR tank and do not have any puffers at the moment. I like getting fish small and usually it seems most of the puffers I like (i.e. golden or mappa usually are huge) but this guy is perfect size so don't want to pass on the little guy.
 
If it’s puffed full of air and can’t expel it, it’s not going to live for much longer... please don’t ever take them out of water. If he’s staying near the surface or still puffed out swimming erratically, google how to burp them! I’ve been a puffer fan for 15 years and currently have a huge Stars and Stripes and a smaller porcupine in a 225 and two green spotted puffers in a 55 (and multiple freshwater pea puffs)
 
Also once you get him and get pics of him in your tank, join us at puffer fish friends on fb! Lots of people who can help to id it and answer any questions you have
 
yup, still have it and doing good. I did not take the chance for this fish to go through my QT process as I just had issues with medicating puffers, etc. I put in my DT and wasn't eating initially but just started eating normally without just picking small pieces... very happy with the little guy and definitely one of the nicest puffers. Wish it would puff up more as it is so cool :-)
