My first coral that I got for my tank over a year ago was a frag of 3 Rasta zoanthid polyps. Now, over a year later, they’re at 12 polyps. I have other zoa frags I got later on and they’ve grown from 3 to 100 polyps in 6-8 months, but no luck with these.

I will say at one point they were covered in hair algae, and I did a 50/50 tank water and hydrogen peroxide dip. It took care of my problem and the coral are still open and happy, just not growing. Is there a chance that dip stunted their growth? Are these color known to be hard to grow? What is the best lighting and flow conditions to grow these?

The algae probably (temporarily) stunted their growth, yes. Depending on lighting, flow and placement - they can grow faster or slower. It's really a crap shoot sometimes.
Yes, got a frag of Rasta about a year ago, placed in Zoa garden, got some algae, didn't grow very well, or fast, kept cleaning with toothbrush, doing water changes, etc, now a 4 head Rasta is fully built into the zoa garden with like 24 heads and is just growing into a giant morph with about 8 other zoas.
