So for a week now I have been dosing my tank with Reef BioFuel and readded "dead" live rock. The other day I placed some new era food and some frozen squid in the tank. My parameters are reading within really good standards ( 0 nitrate, 0 nitrite, & obviously 0 ammonia). I however have not seen any bloom of any sort. My question is, "Is it safe to start placing fish and others in the tank?"

If you haven't seen an ammonia reading, and then subsequent drop back to 0, then you likely haven't gone through the cycle yet. A week would be very fast without live rock and sand to seed it.

I forgot to mention that I do have live sand in the tank. Also my skimmate has been so so (not light but not dark either) just a little brown.

Probably shouldn't be skimming during the cycle. Size of tank and amount of LR and LS is important to know. If you want to add fish right away and aren't sure about the cycle, pick up a bottle of Dr Tim's one and only. You can add the appropriate dose and add fish right away.
