My question is.. If I rinse the media and place in a bag can I use as a bio media in my sump?

Yes but I wouldn’t.

Anything can be used for bio media, as bacteria will cover whatever you place in the tank.

You don’t want to use something that is designed to dissolve into the water, probably not be an issue but when bio media is cheap, I would just buy something that is designed for the job, will probably be more efficient and not dissolve into the water over time, releasing elements you may not need.
