Reactor on sumpless tank

I have a small tank 40 breeder that has no sump mostly soft corals, other tanks have sumps.but not this one I wanted to run a reactor or something to lower phosphate how do you run one without a sump? I have an eshopps HOB skimmer so I cant put anything in that can you?
 
If you have an open section on the HOB you can place some GFO in a bag in there. That wouldn't make it a "Reactor" though. If you want a reactor, you can place a powerhead in the tank or HOB, if room, and feed an external reactor such as this one...
