Really need help with my skimmer!

I think you were just setting the bubble level too high, when I skim I set it an inch or two below the bottom of the collection cup, this gives a drier skim, which won't fill your cup as fast.
 
Some AC pump skimmers use a gate valve, ball valve, riser tube or something along those lines to adjust the water level in the skimmer. If there is no way to adjust the water level it would be very hard to use the skimmer.

Catalina Aquarium CA 1800 Aqua Pump pretty sure that's the exact pump but i can't find and manual or how to adjust water level
 
You cant with AC pumps which that one is. The skimmer should have a way to adjust water level. Besides controlling the air intake.

There is a piece of pvc that connects to that pump and goes under the skimmer bodys could i put a gate or ball valve in the pvc would that accomplish the same thing?
 
Take pictures or find that skimmer online so we know what it is. That way reefers can tell you if its worth your time messing with this one or better off getting a different skimmer.
