I have my bulkheads installed. They are not leaking. But, the couple in the bulkhead is just a bit. I know i could leave it. But, i really would like it not to. So if power goes out just don't want it to drain anymore into the sump than needed. Will rectorseal be ok submerge. I know it will just take a little. Just making sure before i use it. I have read many people use it.

Myself I would not use it.... I know this product very well as I pipe fitted for years. Teflon tape is what I would (and do) use. I am assuming you are talking about using it as a thread sealant...go to their msds/sds pages and read the ingredients/precautions and go from there.
