yeah usually pops up when you have a high nutrient ratio or "low current dead spots" where nutrients pool up
 
what all the above said, fix the cause of the problem or it'll keep happening. For getting rid of a bloom though I've had great success with Chemi-clean in a number of situations. Completely reef safe and works great. Just keep in mind it's a one-time fix, not a solution for what's causeing the problem (low flow, young tank, excess nutrients, young tank with excess nutrients, etc.)
 
I have been through it, check your aquascape. It may block the flow of water and causes nutrient build up. I went to fix it in a big way, I use PVC pipe to levitate the live rock that did the trick. Study the flow of water that's key to it.
