i need help on what to do i have red algea speading everywhere dont know what kind it is and my cell pic is horrable i just would like to know should i get rid of the rock and get new lr and clean off everything else or is there a solution.

Will the red stuff blow off with a turkey baster?

no it looks like red bubble algae it was on one rock now is on all of them on my power head starting to grow on my heater and is all over my filter

Red bubble algae can be a real nusciance, just like the green, although IME its not nearly so invasive. Improving the water quality by running some type of nutrient exporter (carbon, purigen, or macro algae in a fuge) will help considerably. Cutting back on feeding can also help. Removing the rock and hand-picking the algae off is somewhat effective as well.

i was wondering if i just took out all my rock and replaced it with new lr and cleaned the tank and power head and everything else would this work. i dont feed that much as i only have one fish and a bta and two small frags of coral

That would cause you to have very little bacteria, you could let it run its course and lower nutrients. My .02

generally no, but you could try a foxface, or other type of rabbitfish, depending on how big your tank is
