Red Sea Max 130C skimmer

hey guys, super new to this so any help is much appreciated. i just picked up a slightly used Red Sea Max c130, ran 2 cycles of vinegar water through, rinsed it competly out twice and about 3 days ago went ahead and put sand rock and saltwater in. its been a few days and it is still super cloudy with micro bubbles and the skimmer is overflowing a lot with the air control tightened just about all the way. any suggestions for next steps? thanks in advance!!

I keep the salinity at specific gravity 1.022 - 1.024 and make sure when the water evaporates use RO/DI Water to fill it at the right amount. If micro bubbles still occurs tweak the water level gate-wall thing to let your skimmer run at correct water height.
