Has anyone ever had to replace their Protein Skimmer on a Red Sea Max 130d? How do I know if the skimmer is working properly? My tanks water is cloudier than usual for no good reason.

If green or black crud doesn't come out the top, it's probably not working.
If you're using the stock skimmer, I'm told that they were really touchy to get dialed in. My 130 came with a Tunze 9002 so I never used the stock skimmer, but I have a HOB Prizm that is similar in design. I can tell you that it requires adjustment almost daily to keep skimming, and then for almost no reason it'll overflow.
I doubt it needs replacement. The design is simple, and the pump in my experience is bulletproof (I use mine to mix saltwater). Check to make sure the air hose and valve are clean and unobstructed. They plug up all the time on skimmers, and the air bubbles are the most important part of skimming.

I'm always adjusting mine.
What I did notice is that if you open the hood the hose for the skimmer gets caught as you close the hood. Open the skimmer hood and give the hose a pull see if it's pinched.
It def works if it's making noise you can see the foam or bubbles. I was told It won't seem like it's doing anything because there isn't anything in the tank. I have a few snails, hermit crabs and a cleaner shrimp. I put a bit of fish food every now and then.
