My phosphate are high and I want to use this product and I was wondering if you have to run a skimmer and if so is the aquatic life internal mini skimmer 115 enough to handle it on a 30 gallon tank

Are you referring to NOPOX? It is a type of organic carbon dosing to drive bacterial growth, which you can also DIY (vodka, vinegar, etc.).

I do not know that skimmer to comment on it, but it is generally recommended to have a skimmer with organic carbon dosing, but if the tank has sufficient organisms to consume the bacteria, one may be able to do it without skimming or with low skimming. Some people do this.
