Red slime algae or Cyanobacteria?

I am trying to identify what type of algae I have in my tank and the cause.

It is 150 gallon tank, 30 gallon sump. The tank parameters are
pH: 8.1
Salinity: 1.026
Ammonia: 0
Nitrite: 0
Phosphate: 0.04 (Hanna low phosphate tester)
Nitrate: 5 ppm
kH: 9
Calcium: 400
Magnesium: 1380

I have 2 ice caps gyre 3000 gph at a setting of 70% flow.

How old is your tank?
 
I transfer to bigger tank 3 months ago, used old stuff from my other tank 3 years old and didn't have any cycled problem. (cheeking 2 times a week parameters)
 
What is the flow like in the areas you have cyano? My experience is it dwells in areas of low flow.

Hard to tell from these photos whether it’s an alga or green cyanobacteria

stong+, littel more and I'll have sand storm.
