Redoing plumbing on used tank?

Hey guys, I recently bought a used 90 gallon reef tank, I am in the process of resealing the tank and was concerned about one thing.

My overflow is wobbly, I noticed the bulkhead is loose in the hole drilled in the tank, I have never messed with a drilled tank/sump, What do I have to do to make the tank ready for water? Will I have to remove my weir? My weir is located in the back left corner of my tank.

Can you try to tighten the bulkhead? I'm sorry if that seems simplistic but that would be my first step. If you cannot, then yes you might need to remove the weir to get better access to the area.
