In the hopes of reducing evaporation I was wondering if there are any ill effects of partially covering the tank with glass or Plexiglass. I am thinking of covering the total surface area by 1/2 thus reducing the evaporation and leaving 1/2 completly open.

Why do you want to reduce evaporation? No ATO? ATO reservoir too small?

Evaporation has a cooling effect, plus in general you want to avoid reducing gas exchange.

You need gas exchange
If your tired of manually topping off buy a ATO

A glass cover will reduce evaporation to almost zero. I have a glass top on my octopus tank and there was almost no water evaporation. Every few weeks I would add a cup of deionized water, but that's it.

The other posters in this thread make a good point though. You need to consider gas exchange if you're going to cover the tank.

I understand gas exchange is important but by covering partially I will still get exchange and reduce the constant filling of ATO.

I have my main tank partially covered. I have a ridiculous amount of water evaporation, but my main reason was the humidity in the basement in the summer.

What I can tell you is you'll be even more sick of cleaning the glass of plexiglass to keep your light penetrating it. Twice weekly here.. PITA and it still reduces my PAR.

No, if you are reducing the export of water as gas phase water, you are also reducing the influx and outflow of other gases. Whether that is a problem or not will depend on many factors, but O2 and CO2 are not trivial to equilibrate.

Few tanks, top or not, have complete aeration.
