It was made to be used. There is no reason to keep it off.

Yeah I used to have just reflectors that didn't have anyway to put up glass, and accidental splash from the fish broke the outer glass of the bulb but the arc continued to work and fire up the bulb. Didn't notice till lots of my corals started melting from all the uv light...yeah keep the glass on
