UPDATE:

So we are nearing the 48 hour mark and still I have that issue with my sand. I noticed the rocks are a tad cleaner but that is it. I am not worried because it seems to be an issue that never ends but never progresses much worse. I did buy a new RODI Membrane as well. Here is my next plan of attack.
  1. Check parameters again and see where i am at. Who knows...maybe my PO4 went up and keeping the bacteria on the sand.
  2. If everything reads okay, I will start dosing a little MicroBacter7 to see if I can fight the bad bacteria with good bacteria.

Does anyone know if Chemiclean will exhaust itself or would I need to complete a 20% water change as the instructions say.
 
im not a pharmacist but i would think it would lose it's potency after the first 48 hours like any other antibiotic.

Not sure why a 20% change, since if there was something bad left in the water, 80% of it will still be there.
 
Update:

Algae issue still persists. I swear I have some mutant strand of something that is bulletproof. I purchased a crazy amount of CuC so I am waiting to see if it helps. So far the sand looks miserable.

My new CuC contains:

  • 75 Turbo Snails
  • 12 Nerite
  • 75 Small Blue Hermit Crabs
  • 5 Emerald Crabs (will be moved to fuge once GHA gets eaten)
  • 8 Lettuce Nudibranch (not doing anything and just learned they do not feed on GHA lol)
  • Purple PinCushion Urchin
I am out of ideas at the moment.

Parameters:
Temp:77 degrees.
NO3:2PPM
PO4: Undetectable
kH: 8.3
pH: 8.0-8.2
Mg 1380
Ca: 430

Flow is reduced for Nudi's but they are lazy. I want to try MicroBacter7 but I only have 2ppm's of Nitrate. I do not want the good bacteria consuming the little NO3 I have.
 
I think you might be on the right track and just need to give your new cuc some time to do its work.

My boyfriend and I had a similar impossible to kill algae outbreak that we tried everything to combat (weekly 50+% water changes, manual removal, some algaecide which did kill but came back after finishing the regiment, tangs, foxfaces, emerald crabs and a bunch of other things which I've totally forgotten). What finally defeated it was getting it manageable through manual removal and then adding a ****ton of turbo snails. I keep a nano and was always prejudice against them because their size. But man now my turbo is my favorite snail (did eventually take out the other two for fear that there simply would not be enough food for all my snails). They saved me from tearing down my tank.

However, I don't think that they will be particularly helpful with the sandbed. Before we put the turbos in, my boyfriend and took out the top layer of sand in our tanks and gradually replaced it with new sand after the problem had been dealt with.

you have more turbos than i have astreas. lol

i cant grow algae unless i dose phosphate
 
Get a scrubber from Floyd R Turbo. I recently purchased one about 30 days ago and IM growing algae in it like you wouldn't believe. Here is my thread.
 
I have had a few issues with mine .Two of rotor fins broke from small snails also needed to replace one of the bushings .
