Reef Mature Program Questions

I have a 425xl that I am currently cycling using the Red Sea Reef Mature program. I am on day 10 and the program expects at this point for my ammonia to be 0, nitrite 0, and nitrates 10. The problem is my readings are; ammonia 0.5, nitrite 0, nitrate 25. Also my alkalinity has not been dropping as expected and the water is cloudy with no sign of algae growth yet. I have followed the directions exactly. According to the plan I should be adding the CUC tomorrow but obviously I’m not ready for that. I am using dry rock instead of already cycled live rock. Would that affect this cycle? Any suggestions on how I should proceed from here?
