Up for sale is a Reef Octopus 100-HOB Skimmer that is in brand new condition. It was unboxed, assembled and rinsed but now I'm realizing it's just too big for my 20L tank.

Retails for $149.99, will let it go for $135 shipped in original packaging and will send via 2Day air. Why pay more from a retail store and wait a week when you can pay less for this one and get in 2 days?!

where would this be placed on a biocube 29? How quiet is it?

It's a hang on skimmer so it could go on your display or your sump, if you have one. I really couldn't tell you how quiet it is from personal experience as I've never used it, but when I researched it I learned it was very quiet. If you google the skimmer for reviews, you will get lots of information to help you decide.
