No. You need type 1. It cannot have mold/mildew inhibitors.

What is your ATO container made of? If acrylic then it is not advisable to use any silicone product. But one may work:

If you're container is glass then try Type 1 or anything marketed as "aquarium safe".

It’s just a plastic 3 gallon water container from Walmart that has the spigot on the bottom that I am going to seal up. That’s just some stuff I had laying around from some other project I’ll go get the title one stuff thanks
 
Generally speaking silicone doesn't stick well to plastics but if you're just using it as a thread sealant it should be fine. Just don't expect it to hold cracks, etc.
