Ok I have a question about upgrading and having a stable tank after... ok the scenario is.. I have a 30g tank I want to transfer my anemone and clowns to this set up. My question is the establishment of the tank to maintain the anemone dependent on the live rock and live sand... or can I put new live sand in the tank and transfer my live rock to the new tank and keep everything stable for my nems? My plan with the 30g is cute more base rock in it and add do a species only octopus
 
Are you keeping both tanks? I have heard two stories I would add new sand and some old sand add live rock rock and monitor it and wait till your satisfied it's mature and go from there. Remember that just because after three weeks there is no nitrates, ammonia or nitrites doesn't mean the tank is mature for a anemone I would say wait three months
But then again it's my opinion

The anemone is in the 29g the one I called the 30g... my plan is to add new live sand to the 40g I just got then I was going to move the water from my 29g into the 40g along with the live rock and corals and fish. Then I am going to add new base rock to the 29g to let get seeded by the old live sand
 
If you move it all over, chances are you have an ammonia spike, because you'll need to add more lr to the 40 to get at least the 1# per gallon needed for the 40, you could add some of the 29 to the 40, but I would at least let it get through the ammonia spike before considering moving everything to the 40.
